A Brief History of BPSC

  • The Indian Constitution tells us that the idea of a competitive exam for entry into certain posts was initiated as early as 1853, and a committee was called to shape it under the chairmanship of Lord Macaulay in 1854.
  • Later came the Federal Public Service Commission and the State Public Service Commissions: Government of India Act 1935. The Bihar Public Service Commission started to exist separately from the Commission for the States of Orissa and Madhya Pradesh, with effect from 1 April 1949, in terms of subsection (1) of section 261 of the Government of India Act 1935 as adapted.
  • Its constitutional status was proclaimed with the Constitution of India promulgation on 26 January 1950.
  • It is a Constitutional body established under Article 315 of the Constitution of India. The Bihar Public Service Commission initially started functioning for the State of Bihar from its headquarters at Ranchi. Later, the State Government decided to shift the headquarters of the Commission from Ranchi to Patna and finally shifted it to Patna on 1 March 1951.
  •  The first Chairman of Bihar Public Service Commission was Shri Rajandhari Sinha. Shri Radha Krishna Choudhary was the first Secretary of the Commission.
  • The Bihar Public Service Commission (Conditions of Service) Regulations, 1960, was enacted pursuant powers conferred to it by Article 318 of the Constitution of India.
